Host discovery is how Nmap knows which addresses are worth port scanning ("up") and which will not respond in any way, usually due to no host having that address configured. Regarding 1, the biggest problem you have here is -Pn, which disables host discovery. Speeding up your scan is usually accomplished by measuring and planning each of these aspects until you reach the speed you want while maintaining accuracy.
